The corruption network linked to former Mexican Secretary of Public Security Genaro García Luna continues to come apart as another key individual has been drawn into the case. On June 3, 2026, the Attorney General’s Office (FGR) detained Antonio Molina Díaz, the former General Coordinator for Prevention and Social Rehabilitation, for his alleged role in the diversion of public resources during the construction of eight Federal Centers for Social Rehabilitation (CEFEREOS) between 2013 and 2018.

Claims of Improper Use of Public Funds

Molina is accused of participating in the misdirection of government resources as part of a financial scheme overseen by García Luna. The investigation highlights his role in approving contracts worth over 5 billion pesos, funds which were allegedly funneled through international channels by García Luna’s close associates, including Jonathan Alexis Weinberg and Mauricio Samuel Weinberg. These contracts involved the construction of federal prisons in Durango, Oaxaca, Morelos, Chiapas, Guanajuato, Sonora, and Michoacán. According to the FGR, these funds were transferred via fraudulent intermediaries.

The Arrest in Mexico City

Agents from the Criminal Investigation Agency (AIC) apprehended Molina in the Miguel Hidalgo borough of Mexico City. Authorities seized multiple forged identification documents, mobile phones, and cash totaling an undisclosed amount in both pesos and U.S. dollars. Molina was subsequently transferred to the Federal Criminal Justice Center at CEFERESO No. 1, commonly known as “Altiplano,” in the State of Mexico.

Previous Criminal Links

Prior to this case, Molina served with the National Migration Institute (INM), overseeing migration control and verification. During his tenure, he was linked to the 2023 tragedy in Ciudad Juárez, where a fire in a detention center killed 40 individuals and left 27 others severely injured. Although Molina faced legal scrutiny for the incident, he was not detained at the time and was able to remain free while the case was underway.

This recent arrest forms part of a broader investigation into corruption involving García Luna, several federal agencies, and affiliated businesses. Among the implicated companies is Nunvav Inc., which received contracts in 2012 totaling $233 million from the federal prison administration agency (OADPRS).
